A test vote is scheduled for today on an effort by Senate Democratic leader Harry Reid of Nevada to end debate on the bipartisan measure. Late Wednesday, Reid said he was reviewing a new GOP proposal, but it appeared to be similar to what he and other Democrats had earlier rejected.

A dispute over what to do about an estimated 12 million people living in the USA illegally is threatening passage of a sweeping immigration and border security bill, top Republican and Democratic senators said Wednesday.
