It looks like we can chalk up a genuine reformation on Libya's part to the Bush doctrine of armed diplomacy. Earlier, I had blogged on the fact that commercial relations seemed to be normalising between the USA and Libya, with Libya again becoming a supplier of crude petroleum to America. Now, Libya is engaged in talks to join the WTO.

Quaddafi (sp?) realizes that he could go the way of Saddam if he doesn't cooperate.
You think Bush has something to do with it? I mean, I'm sure Libya would have disarmed and made reparations if President Kerry asked them nicely. (sarcasm!)

Libya is trying to play ball because Quadaffi wants to be a part of the big boys and not the whipping boy punk.
I still don't trust the Libyans. They're just being good Muslims - making alliances when in a weak position, only to lie in wait for an opportunity for betrayal.
Libya is still a terrorist state. I am not sure it disclosed all its WMD, but I am sure Qaddafi still has the mindset that seeks to get WMD (by purchasing them, etc.) Qaddafi successfully fooled the world, including the US, as Arafat did. He is using Arafat's playbook to get back into the international arena by "renouncing" terrorism, etc. In return, as Arafat did, he will get legitimacy, and most importantly money to fund terrorism and repression within his terrorist entity.
