Yes it would be. And would not obligate other NATO countries to respond if those sites were attacked. But you can be sure there would be a full court press to convince people otherwise.
Personally I think its mostly bluster from the Russian ambassador, but then again, if you think about Trump pre-emptively calling out Leftist shananigans, best to call attention to the possibility.
