I heard this 20+ years ago while being in Nice, France. There was a conference where lots of politicians appear. The hotels, all of a sudden, had *many* extremely attractive ladies. A French colleague told me they were all hookers here for the conference, happens every time - and also cocaine demand doubles.
Sure, the politicians have an entourage, which may be part of reason. Either way, they are all the swamp...it follows them around like flies.
