A "true world political authority," "vested with the effective power to... ensure compliance with its decisions from all parties" sounds too much like what the antiChrist "envisages," but with "regard for justice, and respect for rights" meaning punishing those who oppose such inequity as abortion rights, while "marked by subsidiarity" would means local liberal brownshirts dealing with order from the devil. Only when the Lord Jesus rules the world for a thousand years - which Catholicism does not believe - with a rod of iron over the rebellious that survived the Tribulation (Zechariah 14) will the lion lay down with the lamb.
