That’s an interesting question. Technically, I don’t think the Feds can do so, the governors have to do it. This was one of the issues surrounding Katrina - Bush couldn’t send Federal people in unless invited in by the State governor, and Blanco was slow to act, causing a delay in the relief efforts.
