Because of the need for 24/7 manning, and the need for overhead.

For the TSA that would mean only 2,000 screeners per shift covering 430 airports.

Airports aren't open for operations 24/7. (People living around them like to be able to sleep.) Many of those 430 airports are only open for flight ops for one shift.

Also note that some critical TSA functions (such as equipment maintenance) are completely outsourced to various corporations, many of which are owned by foreign nationals. Perhaps you think this is a good thing. I don't.

Try using the military personnel of the US Army, Marine Corps, Navy, or Air Force.
