I didn't see anything about not killing a gun-owning relative and then shooting up a school with stolen guns.
Another article claims that Vermont, of all places, has a law against providing "paramilitary training". I wonder how that works. Is teaching someone how to load a rifle quickly an element of "paramilitary training"? Vermont used to have a reputation of not passing stupid anti-gun laws.
It is a very recent law, and will be challenged in the courts.
