Have the cruise line hire a small boat to wait at the pier to pick up any late passengers and ferry them out to the cruise ship out to sea. At an inordinate price of course.

Makes sense, although I wonder if indeed large cruise ships are set up to meet small boats at sea, in moderate or better weather at lest? I suppose they are, or by helicopter like for medical evacs?

My last cruise a couple of latecomers did exactly that (on their own of course) and the ship let them on apparently.

They were still at anchor and small boats were sent with them to the ship and they wouldn’t let them on.
