We live in Upstate NY, one of the many red bits.
Halloween was lovely.
Kids were all accompanied by one or more attentive adults.
Kids were well-mannered and a delight.
And we don’t live in an affluent area.
Only sad note, we only have been getting half the number of kids we used to see.
Our area is depopulating, too.

Similar experience here in our small town. I notice every child (and adult) said “thank you” after taking their treat.

That explains a lot about why the kids are respectful and well mannered (i.e., they haven’t been spoiled into a sense of entitlement by indulging and permissive parents).
Same here. There were even some golf carts chugging around, with parents watching the kids. I sat on our large front porch handling out the candy. The kids coming up gave me a glimmer of hope that tomorrow’s grownups might not be all bad.
