This is amusing, though of course ludicrous as well.
Behind it all are basic, human and quite rational decisions. If Chicago pays the homeless, the migrant, the indolent and the "gimme class" X in USD and services, while another location -- a suburb or smaller town -- pays 1/2 of X in USD and services, the homeless, the migrant, the indolent and the "gimme class" might be moved but will be back in no time at all. But "liberals" think without calculating the costs and resultant behaviors.
Dull major Johnson cannot think as a far as "the suburbs will send them back."
