The conflict in Ukraine is insane. All the given reasons for all sides appear to be pretext. NONE of the leaders involved have a well-developed respect for life. Divine intervention is foretold for the end times. The question is, “Will this conflict lead to that intervention?”
I have no idea, but the behavior on all sides of this has been absurd.
Such an attempt would get laughed at. It would have as much credibility as blaming Putin for blowing up his own pipeline.
There would be no strategic benefit to Russia in popping off a dirty bomb in Ukraine, none. All it would do is make a mess and perhaps provide some area denial but it also would deny the ground to Russia.

Putin’s allies are being dealt with from within... Somebody falling out of a window here, somebody else having a fatal health ailment there... Putin will be isolated and then ‘dealt’ with himself. Ukrainian problem over... Russia heads towards more freedom, more openness and stops being the worlds pariah... And we all live happily ever after.

The Ukrainians and NATO still assert that Russia blew up its own pipeline, even though there is less than zero to be gained by Russia for doing so.
Those conducting the proxy war are not Ukrianian and they don't much care how many Ukrainians are sacrificed in the effort. The majority of the puppet regime in the Ukraine is not Ukrainian; the citizens are regarded as cannon fodder.
Zelensky couldn't get his pre-emptive strikes on Russia - claiming Russia attacked with nukes could be Z's next attempt.
