This is sort of the point.
There is no urgency. No emergency. The 45 day delay would be just fine. No need to make some unapproved change in order to launch another SpaceX when . . . well, first, that Soyuz can still fly after a meteoroid strike and second, another is only 45 days out, and there’s plenty of food and air aboard — and even that doesn’t matter because the unmanned Russian supply rockets have been supplying the ISS for over a decade. It could resupply again.
