Why was there a truck carrying thousands of firearms in the first place? The market for firearms is hot. Savage is a major manufacturer.
Savage makes many very popular and inexpensive .22 rifles in Canada.

Carrying them from manufacturing plant to distributor.
Distributors sell them to gun stores.
Pretty much standard practice.
