This is from late Oct, 2021 at the Capitol. This is the second time (another earlier date) that I’ve seen this shape under that side of his jacket.

I would propose a couple of things. Not a rifle plate, because it is not flat, and that would be visible. I also would propose whatever it is must be removable, and he stashed it there temporarily, and will remove it before encountering the public or media, because it looks like it would be obvious under bright media lighting.
Something that size, which he wants available to him at a moment’s notice when not around the media, which he carries with him and hands off to staff if he has to deal with the media, and which could be fitted into that position under a suit, and held in place by buttoning the suit, which appears to bind it so tight it creates minor pleats around it.
I’m almost thinking it looks like a sub, or a burrito or something. Though it seems to be placing a lot of strain on the button of the jacket, so would he risk popping that button just to keep his lunch on him?
