What cop in their right mind would agressively investigate these urban murders or try to make an arrest even if the perp was known and about? NYC cops are just putting in their time and are going out on disability under any pretext that works. They are retiring as soon as possible. Anyone blame them?

If a truly effective general law enforcement strike happened (I know, it can't and wouldn't be 100%). Just IF it happened: Fellow A could track down his old enemies such as his sadistic former boss, and the person who cheated him out half his life savings, and kill them. Someone could say "watch out, Fellow A, police will arrest you for that---but there are no police, remember. You are free. Free for the first time in your life.
