My question would be who conducted this analysis? Looks like intel and law enforcement folks; NOT trained military scientists or hard science analysts. We have MANY organizations throughout DoD with trained ORSAs, data analytics pros, physicists, electrical engineers who are trained to critically assess systems (threat and friendly) and determine capabilities... I know they were not called on for this, but don’t understand why if anyone seriously wants an explanation.

Don’t know about this report but Air Force studies conducted between 1948 and 1969 featured astronomer Dr. J Allen Hynek as a consultant.
