Yeah, “over capacity” strikes me as odd. I work on systems with a very large user base, and expect Twitter would have ENORMOUS on-demand excess capacity. They know something of this scale will happen on occasion, most likely at times they _really_ don’t want to be down (major news events). I saw the “over capacity” too, and am not buying it.
