the city decided to shut the center down in 2018 as a cost-saving measure. They consolidated their operations with a dispatch center in Mundelein. That consolidation was finalized in June of this year.

So they couldn't staff a center they were in the process of shutting down? Therefore, it's an emergency that retirees have to cover for free.

Gee, I'd love to see the actual wording of the state law and the retiree's retirement/separation verbiage.

New York State employees and other city and county government employees belong to the same pension plan. Once you retire, you can not work for any other government agency in the State because it's against the law to double dip (State pension and government salary). New York State politicians were doing it, but it was eventually outlawed. I can't see it being allowed in Illinois or any other State. Are they suggesting that these disabled cops forego their pension checks, and go back on the payroll? I've never heard of that ever happening, and I'd say it would probably be illegal.
