That is wrong, planning for civil disturbances allows members to bring their families on base. They put them in housing or shelter them, either way they are going with the service member.

It doesn’t matter where your family is located. Do you really want to go out wherever the military sends you, even if just 10 miles to town, over night, knowing your family is back there on base? Do you really think the bad guys won’t attack that base? Ragheads with rusty weapons kept the middle east very interesting.
