Honestly, people pay $10,000 to surf Kelly Slater’ wave pool for a day with other people in the water. First Point Malibu is normally a zoo and is one of the best waves in the USA. There are a lot of surfers that would pay $1000 to have the lineup by themselves. Now 6 months in jail, not so much....

There’s not much difference between being out on the water in a paddle board or on a kayak or small boat. Are those types activities also banned? Boating is allowed in some staates. Just saying.
