This subject is a point of contention. Since this legislation was announced I have read a few articles supporting what you say as quoted above. And, I have read a few articles maintaining that position is entirely incorrect.
I’m retired military and a EE, not a Constitutional Lawyer so, I have no position on this. I merely state the fact that such legislation is in the pipeline in Utah.

Romney and Collins were a disappointment on the vote regarding impeachment witnesses, but let’s not get carried away, they have been reliable votes on Trump’s judicial appointments. Right now the senate is 53R, 47D, and if any seats swing democrat in 2016, we’ll need every R very badly, even the RINOs.
First get our own house in order.

The Constitution was amended changing how Senators were selected by states.
So ... all the discussions of the founders regarding Federal office tenure needs to be reevaluated.
The 17th changed how Senators get in. It should have an impact on how they get out.
Bet the new SCOTUS would revisit this abomination.
I'm not sticking up for Collins but she is in a blue state as a republican and is up for reelection in Nov. so I think it's prudent to cut her a little slack so she can hold that office. The last thing we need is a dem majority senate. It's bad enough with a dem majority house.
Romney is simply a low-life RINO. He has been since day one and will never change or wake up. He is also a small-minded grudge holder like Pelosi and the other toddler-like tantrum crew.
It's really amazing we have all these immature dolts as elected representatives in Congress. It truly boggles the mind that these are the best America has to offer in many cases.
