This reminds me of a story from the early 1980s. I know it sounds strange, but here goes.
There was a heatwave in Texas, I think in 1982 when the high temperature exceeded 100 F for an unprecedented number of days in a row. I forget how long, but it was a few weeks, maybe a month.
There was a serious proposal to dump millions of barrels of oil in the deserts of New Mexico or Arizona with the plan to draw the heat away from Texas and possibly initiate rainfall by using the black surface.
I tried to find the story online but was unable.
