Vindman has testified that he was offered the job, he refused and reported that offer to his superiors. In 1993, Retired U.S. Army Colonel Aleksander Einseln, an Estonian native was appoiinted as the Commanding General of the Estonian Armed Forces. The State Department objected to this and threatened that Einseln could lose his US citizenship and his Army retirement pay. After intervention by several US Senators, his appointment was approved and he became an Estonian General.
