I would then assume that the perpetrators of the crimes that were too heinous for the public to know would be handled outside the justice system. Perhaps like Epstein.

So many of the criminals (Hitlery etc) committed many, many crimes; some of which were no doubt among the 60% of crimes too horrific to make public. IOW, Hitlery (for instance) would still be dealt with in the justice system; just that the more gruesome/horrific crimes she did would not make it into public purview.

Just my understanding.

I don’t read it as the perps are too much for public consumption but their acts/deeds are too disturbing for the general public.

You’re way off base here, ascribing actions to Q et al with no evidence.
