I think you misread it. He lost his driving privileges for a year, starting last February 2019. He apparently was riding the horse because his driver’s license was suspended.
Looks like he plead guilty to it. Probably could’ve easily beat the charge.

In California you can be convicted of DUI for riding a horse or a bicycle while drunk.
No he lost his license last feb, that is why he was on the horse.

He broke them. So yeah. Take his license away.
The drivers license was suspended earlier for a OWI conviction, not this incident. I suppose that’s why he was on the horse.
Read again...He had already lost his license for DUI...That started in Feb 2019...
