Meaning ‘do a better job hiding what awful people we really are’ restore the public trust.
The ‘normal people’ (not sure there are any anymore in fed agencies. 10 years ago I thought it was simply a sporadic problem in some offices/chains of command) won’t be ‘remoralized’ until the bad people do prison time, lose their jobs and most importantly lose their gold plated healthcare and retirement plans.
Not happening so far.
