By what metric?
Half the country votes Democrat, so it's obvious that about half the country would say that the two Democratic presidents in their lifetime were the two best presidents.
If there's a story here, it's that nobody much likes the Bushes. Maybe they don't want to go out on a limb for them. Maybe they can't even tell them apart.
