The TV show “Gotham” on Fox, which recently concluded its run, used that empty swimming pool for a number of its episodes.
That show was pretty good. When I saw the pool it was creepy af.
Looking at more images I now think those loops of rope are not nooses. I think they are an old fashioned feature to allow bathers to hang out in the deep water either by hanging on or by inserting a foot and standing.
