That's it exactly. While I'm sure we're all in favor of breastfeeding, as in all things modesty is your best bet. There are women out there who make a fetish of public breastfeeding ("Look at me! Look at me!") then howl in indignation when they're asked to consider others. I've read of women who make their young children breastfeed until they're 6 or 7 or 8 years old.
