high crimes and misdemeanors are whatever the House says they are.... But they are also what the Senate says they are. When and if the House brings an impeachment to the Senate based on lies and claims that don't equal "high crimes and misdemeanors", the Senate should refuse to hear the case, throwing it out the way a court throws out an improperly pleaded complaint. "It fails to state facts sufficient to constitute grounds for an impeachment trial" is what they should say. Done.
