My speculation was that it was Rachel, the Photagrapher’s coy way of affirming that what they are all engaged in is an addiction.... and she is the Pusher/Connection. In some of her tweets, she says “don’t ask me where I got them.”
OR said another way:
“Don’t ask from whence I obtained this addictive substance [a child?] with which you can play out your sick fantasies/rituals. If you knew, then that would put both of us in danger.”
AAAAAaaaaaaannnnnd: Another thought is that there really IS such a thing as a shoe fetish. Those people might view the shoe differently - unless they somehow indulge in both forms of addiction. Dear God save us.
I think you’re on to something. Q said “child handler”. I take that to mean her job is to wrangle the kids, take care of them, make sure they’re where they’re supposed to be. Much as I want to hate her along with the others, I can’t help but think she was one of those kids not so long ago.
The shoes may be used as hobbles for the children. They look to be difficult to walk in.

That quote is what @0Hour put on the pictures he posted. Evidently, Zero Hour didn't want folks to know his source for the pictures. Which makes me curious.
As for the shoe infatuation, totally agree. A key example is Tom Hanks' social media where he's constantly posting pictures of old shoes in weird places.
