That's the 'public' description - on board access to a 10Gbps switch is perfect for malicious applications that leave little to no forensic trace. If you remember there was quite a bit of controversy over crypto keys being released into the wild that the DS couldn't hack, so long story made short they coopted the chip manufacturers such as Intel by offering to make it easier to gain approval for global sales if they allowed the DS to create and install 'backdoors' on all new chipsets.
