Trump campaigned hard in an attempt to NATIONALIZE the local races. In an off year that didn’t work.

2020 will be a PRESIDENTIAL election. The strategy of trying to LOCALIZE a Presidential election won’t work when Dems went FULL ON FREAKING INSANE NATIONALLY on every issue.
It’s only March 2019.
