Q put a question mark after Ohr testifying against Rosenstein (whom I consider a white hat) etc. ... so this whole suggestion looks like trolling by Q.
Given my belief that Ohr was a dupe, not a principal in the coup d'etat, I am guessing that the answer to Q's question is "No," ... meaning "Panic in D.C." is from other (unnamed) factors rather than Ohr giving some secret testimony as I speculated earlier. (Especially since TEXOKIE couldn't find any hints of it)
If Huber has been gathering evidence and locking down documents and testimony (e.g., Huma, Tony Podesta, Wiener, Braverman, Chelsea etc. ... maybe even some from the WH), someone would know about it. Maybe that was the source of "Panic in D.C."

Disestablishmentarian, you have brought to our attention the Q drop #2169 which was released on 9/11/18 ...(now, there’s a date fraught with meaning for the Derps! I can see Q dropping this data on that date as a sure fire message trolling the Derps that He Knows about all the shenanigans regarding the various skullduggery surrounding that occult date - 9/11/01 - Benghazi, etc.)

I truthfully do not know at this point what could have been happening. I gave some questions and possible guesses.
I liked your reasoning about Ohr probably not testifying about RR.... however, he COULD have testified somehow against the others in some as yet unknown circumstance.
And if there have been quiet things going on, some might have known something was up.... but we have been assured the details are not know.... and that, of course makes the Derps even more crazy than usual!
