I think these are comms for the people who are working with Q. They are not posted to be decoded by us, they are posted to give info to the team, perhaps in connection with an ongoing operation.This one seems more like it involves a direction on comms— such as “no public comms, switch to this channel, run this decode protocol on what I send you”.
