I’m starting to figure out how it works.
One of my infrequent replies last week to a TWitterite got a few likes and a few hundred impressions.
That was enough to push it into the top replies.
THAT MADE IT MOAR VISIBLE, and it quickly got over 6000 impressions, and went up 20 likes and some retweets. Still spreading...

Hearted Tweets and Replies are somewhat like Notables, which are NOT Necessarily Endorsements of the Character Content of the Person TWeeting.
Hearting a TWeet, however, IS a strong Endorsement of something about the Content or Character of the Tweet or TWeeted Reply ITSELF.
It means you would like to see THAT message spread.
(Something not necessarily true about notables.)
Few, myself included, take the time to investigate WHO'S TWeet they are "Liking". But I do try to take the time to make sure WHAT it is, I am liking.
We don't have to TWeet, or Re-TWeet, or Reply to ANYBODY.
But just a few likes can propel a good burried reply to the top of the list.
They tend to hatch and take flight from there, laying beautiful little red pills all over.
