You said that you knew a guy who was NSA who was a sniper and killed a lot of people in Laos. And that NSA was able to take out rogue elements. Then you said that Plan B, the "except 1" was the NSA. What exactly would you have the NSA do? Maybe you need to spell that out before we can judge the likelihood of your interpretation of "except 1".
