I am not a Q fan, but he was referring to the failed attempt at assassination balanced against the failed attempt by 25th amendment. So was I.
But Q's comment wasn't contingent on the success or failure of either plot. The point is, removal by assassination is "bigger" than removal by 25th amendment.
