$600 million from Treasury forfeiture fund (authority under 31 U.S.C. 9705),
$2.5 billion from military construction budget (re drug interdiction, authority under 10 U.S.C. 284)
for a total of $4.475 billion, again WITHOUT National Emergency. The National Emergency is needed to free up an additional $3.6 billion under 10 U.S.C. 2808.
