Second with the help of a fellow anon we identified the sign with the clock. http://www.jclive.tv/ Sign is located on the East Side Exterior Wall of Maoye Department Store, Guanyin Bridge, Jiangbei District As per the description for advertising "The hub of Chongqing’s Jiangbei District, Bei Cheng Tian Jie and Guanyinqiao business area, it is a landmark shopping gateway. Jiangbei Guanyinqiao, Bei Cheng Tian Jie business district is located in the geometric center of Chongqing Yuzhong Peninsula and the northern region. It is a traditional high traffic business area. It is one of the five big business districts of Chongqing, which was confirmed by the Municipal People's Government. It is the political, economic, cultural center and transportation hub of Jiangbei District."
Third HRC was in the area with 7 others meeting at the Hyatt Recency Hotel back when Q posted the Christmas tree photo in December i believe. I thought this was the location at first.
Hyatt Recency Hotel is in the area. Q post 2503 put HRC at that very hotel. Code name evergreen. Person(s) of interest had to be within 18 minutes of the airport more like 10- 15 minutes. The bank is 12 minutes approx.
Fifth since I knew the sign face East I knew the building I was looking for faced west. I searched the surrounding areas with satellite and Google maps and here is what I found.

Buildings match. The building in front of the bank the Far East has the air filters on top of building that you can see in Q post. There are lower buildings in front of taller buildings on the north side of road. Also the building with the sign is on Beicheng Tianjin st and the side street west of the bank across from Far East Deptment store.
There was only one flight that i see that landed at 6:42pm February 14th at Chongqing Airport, China it was Flight CZ 6950 out of Kunming China on China Southern Airlines.
