Because he wouldn't cooperate, Strzok was stuck in the FBI HR Dept. which is where problem agents are stashed until they can be dealt with.

Whatever he told the IG investigators under oath, it looks like it was so explosive and so SENSITIVE that the DOJ is keeping a *very* tight lid on it until they are ready.
