does she have to be within the boundaries of the USA DesigSurv is kept in the US. NP will never be designated as such because she will always be at any event when the system will be utilized. If she ends up in the office via assassination or untimely accidents and she is out of the country, Al Haig will be in charge till she gets back to CONUS.
