One of the sailors then saw around ten “provocatively dressed” women outside the hotel entrance later that evening.

The commander’s boasting was then reported to Naval Criminal Investigative Service agents.

When confronted about the allegations, Zettel admitted to investigators he had paid for “female accompaniment”.

During the same tour, another sailor was seen with three “local females holding onto his arm as he was wandering around”.

Strange how the Active Voice ("...sailors saw...") suddenly changes to the Passive Voice ("...was reported...") at criticals junctures.

Almost like no one wants to take credit for "doing his duty" and reporting a rules-infraction, right?

I absolutely reported a rules infraction when I was over there nearly forty years ago.

Glad I reported it, unfortunately there wasn’t sufficient evidence to do anything about it.

No embarrassment about what I reported and I would do the same today.
