He doesn't need to. POTUS holds all the cards right now. The wall is already being built. The shut down for the $5 billion border funding is all for optics. The public now sees the Democrats for who they really are (and have been all along).
Trump is relentless in pounding the opposition and is not giving in at all. He's provided the left ample opportunities to save face and perhaps gain something to be able to sell to their base as a 'win', but that window is closing fast.
The dems know if Trump wins on the wall, he'll win reelection in a landslide like Reagan when he won 49 states. Add to that the yet to be announced election reforms based on the fraud and illegal happenings from this past November, and the left will be decimated at the polls.
