In fact, that’s the best theory so far, IMO. I was thinking it was the DS creating new tunnels, but your theory makes MUCH MORE SENSE. Plus I like it a lot better.
Keep posting your ideas. We need a lot more limbs for you to go out on. That’s where the fruit is!

Iirc, the Posse Comitatus applies only to the US Army and it’s offshoot the US Air Force.
The US Coast Guard is routinely used for law enforcement in our recreational rivers, lakes and coastlines.
The USN and USMC aren’t covered by the PC but are covered by directives of the DOD.

My recollection of the '66 was that it just flat scared the bejesus out me....as well as both of my lil' brothers.
