Rebar is used in concrete for strength.

Isn't CEMEX owned or controlled by Carlos Slim who is the largest shareholder of the NYT? I know he sold a bunch but I believe he's still the top owner.
Says to me that Mexico won’t GET paid for the wall, at least not nearly as much of it as they otherwise would.
