If you are implying Kelly will be involved in prosecutions (military or otherwise) ... I don't think so.
One of the things Kelly clashed with POTUS about was Kelly did not want to yank the clearances of HRC, Brennan etc.
I don't think he has the appetite for going after the RATs.
