This so-called “report” is a hoax concocted by con artist(s) from basic Internet conspiracy materials (as Jocko pointed out), some of which may have much more than a grain of truth ... but, the the report itself is unquestionably a HOAX.
Its purpose is clearly to set up certain individuals for defraudment in pursuit of the mysterious 310 billion Japanese Yen which is roughly $3 billion US dollars today but may have been about $1 billion USD when the document was originally forged.
In other words, this is a large-scale version of the Nigerian Prince scam. “If YOU can forward just $1 million to open an account (which will be fully returned to you), then YOU can share half the money with poor, unfortunate, patriotic, General Ferrera ... who is so well connected but so poor ...”
It’s a total scam, created by criminals to separate naive but well-to-do people from their money.

If others find the Holy Grail of Poppy’s in there, well then YAY!
But it read more like a novel--or--maybe a committee of CIA types cobbling together something for fun to toy with some group or personage.
I do have the opinion that when ALL is fully known--the 100% truth WILL BE FAR FAR FAR STRANGER & absurd than the most outlandish fiction.
