The solid yellow Quebec flag used to be flown to indicate a ship was under quarantine. It now means just the opposite, that a ship is FREE of disease.
Lima is used instead to indicate a quarantined ship.

The use of yellow vests appears to have more to do their availability and French transportation regulations. However some pictures show that some have started marking theirs vests "Q" as part of the protest!
